dc.description.abstractEn el marco de la Estrategia Nacional de Atención Integral a la Primera Infancia, la Educación Inicial junto con el cuidado, la crianza, la salud, la alimentación, la nutrición, la recreación, el ejercicio de la ciudadanía y la participación, se definen como los estructurantes que permiten que cada niño y niña pueda garantizar su desarrollo integral. Con fundamento en la Ley 1804 de 2016, el Ministerio de Educación Nacional y las Secretarías de Educación deben brindar las orientaciones políticas y técnicas respecto de la Educación Inicial; es por ello que desde la Subsecretaría de Calidad Educativa se promueven acciones para garantizar el acceso y la permanencia de los niños y niñas al sistema educativo oficial, así como se orientan los esfuerzos a trabajar de manera articulada con otros actores en estrategias intersectoriales que promuevan el desarrollo integral de la primera infancia. Desde el Subproceso de Gestión de la Educación Inicial de Cali se trabaja arduamente para que a través de las maestras y maestros del sector oficial y privado, así como de los directivos docentes y de las familias, se pueda materializar el derecho que tienen los niños y las niñas a desarrollar sus potencialidades, capacidades y habilidades mediante un proceso pedagógico intencional, permanente y estructurado; para lograr este objetivo, cada año se desarrollan diferentes estrategias y proyectos que se orientan al acompañamiento de las Instituciones Educativas Oficiales y Privadas, desde el reconocimiento de sus valiosas prácticas pedagógicas; todo ello ha permitido construir trabajo en equipo para garantizar el derecho que tienen los niños y las niñas a una educación inicial de calidad. Uno de los elementos más importantes que se realizan al interior del subproceso, es la actualización anual de la caracterización del estado de la educación inicial en el Distrito de Santiago de Cali, documento que pretende ser constituido como una fuente de información y análisis de los aspectos correlacionados con la educación inicial en la entidad territorial, lo cual es un insumo importante para que los actores involucrados y que lideran acciones orientadas a la atención integral a la primera infancia, prioricen la planeación y la toma de decisiones que contribuyan a la garantía del derecho que tienen los niños y niñas a una educación inicial con calidad. Esta herramienta documental que integra diferentes elementos relacionados con la atención que se garantiza a los niños y las niñas del Distrito desde diferentes actores; identifica algunos de los contextos en los que ellos interactúan y que pueden reconocerse como espacios de riesgo o vulneración; así como se resaltan estrategias y apuestas institucionales de atención y prevención que contribuyen en la construcción de entornos de protección para ellos y sus familias. De tal manera que, desde la Subsecretaría de Calidad y en especial del Subproceso de Gestión de la Educación Inicial se reafirma la intención de trabajo articulado y mutuo para contribuir en el cierre de brechas y barreras que limitan el goce efectivo de los derechos de la niñez de Cali, con la plena seguridad, que desde la unión de esfuerzos se pueden construir y materializar las condiciones que aseguren el pleno desarrollo de las niñas y los niños durante su primera infancia.spa
dc.description.abstractWithin the framework of the National Strategy for Comprehensive Early Childhood Care, Early Childhood Education together with care, upbringing, health, food, nutrition, recreation, the exercise of citizenship and the participation, are defined as the structures that allow each boy and girl to guarantee their integral development. Based on Law 1804 of 2016, the Ministry of National Education and the Secretaries of Education must provide political and technical guidance regarding Initial Education; that is why the Undersecretariat for Educational Quality promotes actions to guarantee access and the permanence of boys and girls in the official educational system, as well as efforts to work in an articulated manner with other actors in intersectoral strategies that promote comprehensive development of early childhood. The Cali Initial Education Management Subprocess works hard so that through the teachers of the official and private sector, as well as of the educational directors and of the families, it is possible to materialize the right that boys and girls have to develop their potentialities, capacities and skills through an intentional, permanent and structured pedagogical process; to achieve this objective, each year different strategies and projects are developed that are oriented to the accompaniment of the Official and Private Educational Institutions, from the recognition of their valuable pedagogical practices; all this has allowed building teamwork to guarantee the right that boys and girls have to a quality initial education. One of the most important elements carried out within the thread is the annual update of the characterization of the state of initial education in the District of Santiago de Cali, a document that intends to be constituted as a source of information and analysis of the aspects correlated with the initial education in the territorial entity, which is an important input for the actors involved and that lead actions aimed at comprehensive care for early childhood, prioritize planning and decision-making of decisions that contribute to the guarantee of the right that boys and girls have to an initial education with quality. This documentary tool that integrates different elements related to the care that is guaranteed to the boys and girls of the District from different actors; identifies some of the contexts in which they interact and that can be recognized as spaces of risk or vulnerability; as well as highlighted strategies and institutional commitments of care and prevention that contribute to the construction of protective environments for themselves and their families. In such a way that, from the Undersecretary of Quality and in of the Subprocess of Management of Initial Education reaffirms the intention of articulated work and to contribute to closing the gaps and barriers that limit the effective enjoyment of the rights of the children of Cali, with the full security, that from the union of efforts, it is possible to build and materialize the conditions that ensure the full development of girls and boys during their early childhood.eng
