Causas de liquidación de Hospitales Públicos en la ciudad Santiago de Cali en el periodo 2015 – 2019

Abstract

La presente investigación tiene como propósito identificar las causas de liquidación de los hospitales públicos en la ciudad de Santiago de Cali, durante el periodo 2015-2019, en el programa Administración en salud de la Universidad Antonio José Camacho año 2020 donde su objetivo es determinar las causas del por qué se liquidan los hospitales en la ciudad de Santiago de Cali en los periodos 2015-2019, escogiendo el Hospital Universitario del valle y el hospital Isaías duarte Cancino. Se llevó a cabo un estudio descriptivo, con un enfoque de la investigación tipo cuantitativo, donde por medio de los estados de resultados, Facturación, Recaudo, Radicación, glosas y devoluciones permite identificar y definir las variables financieras. Para la recolección de datos se aplicó el método de entrevista, la cual se estructuró en 15 preguntas abiertas, dando respuesta a los factores determinantes en la que se tiene en cuenta los aspectos de interés, para identificar lo antes descrito. Esta investigación está orientada a los modelos de gestión que fue propuesto por el teórico Federico tobar el cual define las prioridades del servicio en cuanto a las decisiones que deben ser tomadas desde la conducción; que valores las guían, quien las toma y como las toma. Dando respuesta a los resultados de esta investigación, utilizando la información por medio de la herramienta de elaboración de entrevistas la cual se realizó al representante legal y el Coordinador de Facturación, Cartera y Recaudo el HUV, y el HIDC compartió información confidencial, por medio de esta información se logró evidenciar el riesgo financiero que tuvieron estos hospitales. Se puede concluir con esta investigación que para salir de la crisis financiera que tuvieron estos hospitales, optaron por estrategias diferentes para enfrentar esta problemática económica, el cual el HUV en el año 2016 entro en la ley 550 de 1999 y se firmó el Acuerdo de Restructuración de pasivo en mayo de 2019; y el HIDC implemento el Plan de Gestión Integral del Riesgo (PGIR) nace de la Ley 1438 del 2011 del artículo 81 “Adopción del programa de saneamiento fiscal y financiero”, cada IPS escogió el mejor plan de acuerdo al tipo de riesgo que reportan a la súper salud para el salvamento financiero de estos hospitales y lograr su estabilidad económica.

For data collection, the interview method was applied, which was structured in 15 open questions, responding to the determining factors in which the aspects of interest are taken into account, to identify the aforementioned. This research is oriented to the management models that were proposed by the theorist Federico Tobar, which defines the priorities of the service in terms of the decisions that must be taken from the leadership; What values guide them, who takes them and how they take them. Responding to the results of this investigation, using the information through the interview preparation tool which was conducted with the legal representative and the HUV Billing, Portfolio and Collection Coordinator, and the HIDC shared confidential information, through This information was able to show the financial risk that these hospitals had. It can be concluded with this research that in order to get out of the financial crisis that these hospitals had, they opted for different strategies to face this economic problem, which in 2016 the HUV entered the law 550 of 1999 which was signed the Agreement of Liability restructuring in May 2019; and the HIDC implemented the Comprehensive Risk Management Plan (PGIR) born from Law 1438 of 2011 of article 81 "Adoption of the fiscal and financial consolidation program", each IPS chose the best plan according to the type of risk they report to super health for the financial rescue of these hospitals and achieve their economic stability.
